Procedures:
1. Bring a large pot of salted water to a boil.
2. Cook the cauliflower until fork tender, about 5 minutes.
3. Drain and set aside.
4. Meanwhile, heat 1 tablespoon of the oil in a large saucepan over medium heat.
5. Add the onion and cook until soft, about 4 minutes.
6. Add the garlic to the onion until aromatic.
7. Mix in crushed tomatoes and let simmer, about 30 minutes.
8. In the meantime, begin cooking rice in 2 cups of chicken stock until tender.
9. Cook the penne pasta in boiling cauliflower water until al dente.
10. Plate noodles with sauce on top, sprinkle with red pepper, salt, and pepper.
11. Mush cauliflower into "rice" like texture and mix with cooked rice, plate.
12. Add raw (or cooked) maclanky to plate.
13. Enjoy.
