Bogans were used Off-world as slave labor, in the hazardous gyms and prisons of other planets.
After a bloody mutiny by a NIPPLES 6 mooskles team in an Off-world colony, Bogans were declared illegal on earth - under penalty of death.
Special police squads - BULK RUNNER UNITS - had orders to shoot to kill, upon detection, any trespassing Bogans.
This was not called execution.
